Analytical layers

Two context layers frame the crisis: 'Forecast fire front — 12h threat window' (what the front reaches in twelve hours) and 'Cascade exposure — substation → pump → water' (what fails downstream if the grid drops). Each is a named, parameterized subgraph instanced from the ontology's LayerTemplates.
